LIBRARY POLICY AND USER GUIDE


Our goal is to provide necessary library materials and  services for all students, academics and staff to help them accomplish their research.

Baskent University Library is at Baglica Campus Etimesgut/Ankara.

All the library services and processes are provided by computer systems. Additionally,  catalog searches can be conducted  through the internet from our library's website.


MEMBERSHIP:

Academics, staff and university students need to be registered to borrow material. For membership and registration, a University Identity Card and E-mail address are required.

  If the University Identity Card cannot be provided, a written letter from the faculty department is required.

  Users who wish to be continous member  have to fill out a registration form.

  Members who leave the University for any reason must inform the library.

  Address and e-mail changes must be notified.

  Members of other universities can use library material, or borrow material through Inter Library-Loan but cannot be continous members.

  Bilkent University academic staff have the right to use all library services by means of the protocol signed between both universities.


HOW TO BORROW LIBRARY MATERIALS? :

  Users need to be registered in order to borrow.

  Members  have to apply with a University Identity Card.

  Academics and specialists may borrow up to 7 books; 1 easy book and 2 cd-roms for 15 days; 12 books for a semester; 2 books from the reserve collection for 2 days; 2 DVDs, videos , or audios for 7 days.

 Students and administrative staff may  borrow up to 7 books; 1 easy book for 15 days;  and 1 book from the reserve collection for 1 day.

  Graduate and Postgraduate students can borrow up to 10 books for 30 days.

 Members should apply the circulation desk individually with their identity cards.

Users  with overdue materials cannot borrow any more material until they return the overdue materials and pay the fine.


WHAT TO BORROW? :

All the material except reference sources, dissertations, serials and special collections can be borrowed in accordance with the library rules. Users may use the photocopy service for restricted material.  Reserve books can be borrowed hourly or nightly. Easy books can be borrowed one at a time.


HOW TO LOCATE LIBRARY MATERIALS? :

The open shelf system is used in the library.  All materials can be searched through the computer terminals. Users should search the material first, checking its availability. Should any problems occur, they can request help from a librarian.

Medicine books are classified according to  the National Library of Medicine system.  All other books are classified according to the  Library of Congress Classification System. Users can request information about the classification system from the library staff. Orientation programs about using the library  can be organized on request.


RESERVING A BOOK:

Users can place a reservation for materials that have already been borrowed. Once the material has been returned, it must be borrowed within three days; otherwise, the reservation expires.


EXTENSION:

Provided that there is no new demand for the material, the user can extend the borrowing period.  Nevertheless, the user has to return the material to the library first: extension requests by phone and e-mail are not accepted.  The material can be borrowed three times consecutively.


SERIALS-PERIODICALS:

All journals are arranged alphabetically in the Periodicals Room in 2 sections: Medicine and other subjects.  Serials and newspapers cannot be borrowed. Requested articles can be photocopied. The list of all the journals in the library can be found on the  internet and in the Başkent University Serials Catalog.


 INFORMATION DESK:

The Information Desk staff obtains accurate information for researchers from the library and from other information centers; gives information about the use of reference sources; searches online and cd-rom databases; and  helps users conduct search library material.


 MUSICART COLLECTION

This collection is seperated from general collection and serves  in a different section. Because of the characteristics of the material in the collection, each material may have a different circulation policy.For more information; consult to the library personnel.
 


PHOTOCOPY SERVİCE :  

Only library materials can be photocopied. Users must present their identity cards for photocopying.


RULES:

 
Belongings like coats, bags, etc. must be handed in at the cloak room before entering the library. The library staff may search bags, books,  etc. when necessary.

 
When borrowing books, the processes of circulation must be completed.

 
At the end of the each academic semester, all the materials must be returned to the library.

 
The memberships of those students who do not return the books at the end of the semester will not  be renewed until the books are returned.


 
The Library issues written or verbal  warnings for overdue books. If the user does not return the books, their departments will be informed.

 
A fine, per day is charged for overdue material.

 
Any user who has 10 overdue materials per semester cannot borrow any more during that semester.

 
There is a limit for fines per semester which is 20 YTL (20.000.000 TL). If that limit is reached, the user cannot use the library apart from returning books.

 
In case of a loss of  library material , the user will be obliged to pay for its replacement.  

Users who misuse, damage, or lose journals and/or reserve materials will have to pay the costs of that journal plus a handling fee.

 
If the lost material cannot be obtained elsewhere, the user has to pay its estimated price, calculated  according to the Central Bank exchange rate  plus a 50 percent surcharge. The user will also have to pay a fine calculated from the day when the loss was reported.   

 
If the price of the material cannot be determined, a fine of 80$ is charged for foreign books, and 40$ for Turkish books, according to the Central Bank's daily exchange rate.

The library reserves the right to recall borrowed material before the due date.

Wishes, requests can be  forwarded to the library personnel.
